Panelists are:  Senate Majority Leader Amy Koch (R-Buffalo)\; Senate Minority Leader Tom Bakk (DFL Cook)\; Speaker of the House Kurt Zellers (R-Maple Grove)\; House Minority Leader Paul Thissen (DFL-Minneapolis).
