Responsibilities

As the Economic Development Manager, you will be responsible for the following:
- Creating strategies, policies, and programs that support the implementation of the City’s overall economic development goals and objectives.
- Developing and maintaining positive working relationships with city staff, members of the City Council, commissions and committees, business owners, property owners, developers, brokers, lending institutions, and related organizations.
- Coordinating economic development marketing and promotional activities aimed at furthering investment in the City.
- Promoting redevelopment that fits with the City’s long-term goals and objectives.
- Responding to inquiries regarding business opportunities and providing information to prospective businesses regarding available land, zoning regulations, and other information as requested.
- Managing requests for public subsidies and other incentive programs such as tax increment financing and tax abatement.
- Collaborating with business forward groups such as Experience Maple Grove, Maple Grove Business Association, and the I-94 West Chamber of Commerce
Knowledge of:- Principles, practices, and methods of administrative, organizational, financial and procedural analysis.
- Principles and practices of public administration, including budgeting, contracting, purchasing and maintenance of public records.
- Federal state and local laws, regulations and court decisions applicable to assigned areas of responsibility, including the Public Contracts Code.
- State guidelines and rules.
- City department guidelines and specifications.
- Principles and practices of effective management and supervision.
- Modern office practices, methods, and computer equipment and applications related to the work.
- English usage, grammar, spelling, vocabulary, and punctuation.
- Techniques for effectively representing the City in contacts with government agencies, community groups, and various business, professional, regulatory, and legislative organizations.
- Organize, set priorities and exercise sound independent judgment within areas of responsibility; coordinate effort with other City departments and regulatory agencies.
- Analyze administrative, operational, procedural, organizational and/or financial problems, evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations.
- Communicate effectively, both orally and in writing; present conclusions and recommendations clearly and logically.
- Prepare clear, concise and comprehensive correspondence, reports and other written materials.
- Establish and administer contracts in accordance with contract requirements and all applicable legal and other requirements.
- Analyze proposed state and local legislation to determine impacts on the City or respective City departments.
- Use and operate computers and standard business software; maintains files, records and documentation
- Establish and maintain effective working relationships with staff, contractors, developers, consultants and others encountered in the course of work.
This is a full-time non-union benefit-earning position that is considered to be exempt as it relates to overtime with The City of Maple Grove under the Fair Labor Standards Act (FLSA).
About the department:
The Community and Economic Development Department is a forward-thinking, dynamic group that shapes the vision for Maple Grove’s future. In addition to economic development, the department is responsible for long-range planning, zoning enforcement, housing coordination, business licensing, and building inspections. In addition to the Community and Economic Development Director, the Planning Manager, and the Building Official, the Economic Development Manager serves as leadership for the department. -
Qualifications

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Need to have:- Five years of progressively responsible experience in economic development, city planning, real estate development, marketing or a closely related field.
- Bachelor's degree in Public Administration, Economic Development, City Planning, Real Estate Development, Marketing, or a related field.
- Possession of or ability to obtain an appropriate valid Minnesota driver's license is required.
- Master's degree in a related field.
- National Development Council Economic Development Finance Professional Certification or similar certification in real estate finance is desired.
- AICP certification.
- Previous experience working on housing programs and community development block grant programs.
- Previous experience working for a municipality community or economic development department.
- Previous experience with tax increment financing, tax abatement, and state business incentive programs.
- Previous experience building and maintaining effective working relationships with businesses, developers, and contractors.

Office environment; exposure to computer screens; some travel within and outside the City required.
Physical Conditions:
Essential and other important responsibilities and duties require maintaining the physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity may be required to operate an assigned vehicle.
